Seeking a Training Manager. The candidate will be designing, developing, implementing and maintaining of operational and maintenance procedures and training programs to assure compliance with all federal, state and local regulations as well as Company policies and procedures so as to assure customer specifications are met and/or exceeded. Manage the development and implementation of site specific operational and maintenance procedures as well as accompanying tests and testing metrics. Analyze pre-existing operational and maintenance procedures, update and migrate into proper format. Work cooperatively with regional operations and EHS management to ensure consistency within procedural and training programs. Develop a lesson / training plan, identify goals an objectives for lesson / training plans. Present training programs to terminal(s) staff. Test / Evaluate performance to ensure competency is established and set goals / objectives are met. Recommend and coordinate revisions and updates of procedures and training programs. Interact with employees at all levels (including technical working groups), as necessary, to review, discuss and resolve procedural questions or inadequacies as required. Prepare all necessary reports as required. Act as point of contact for terminal location(s) as it pertains to reporting to regional and business unit management. Lead the development and modifications of operational and maintenance procedures to define areas of responsibility. Review technical problems and procedures and recommend solutions to problems or changes in procedures. Ensure training mandates and requirements are implemented and completed. Conduct needs analysis studies and confirm with operational management (at all levels) to determine and prioritize training needs and parameters. Compile data for trending and for projecting present and future training needs / requirements. Organize and prioritize work effectively and re prioritize as new demands arise. B.S. Degree or equivalent experience in a related field required. 7-10 years experience in a related field required. Operational and/or training experience required. Should be proficient in Microsoft Office (Word, Excel, and PowerPoint). Knowledge of PC operations and related applications required. Must have and maintain a valid driver's license and be insurable by the company insurance carrier. Knowledge of products, modes of transport and methods of handling liquid and hazardous materials required. Must demonstrate excellent writing, analytical and communication skills. Must demonstrate proficiency in referencing, researching, reporting, tracking and monitoring of activities and documents. Prior experience writing, reviewing and training of written procedures preferred. Knowledge of bulk materials; familiarity with EPA / FRA / DOT / NFPA / OSHA requirements; familiarity with pumps, cranes, conveyors, compressors, pipelines, tanks and heavy equipment; familiarity with reviewing and understanding drawings of equipment and processes will be preferred.
