Job Responsibilities and Requirements: Essential Responsibilities: Directs and provides strategic leadership for the Enterprise Membership System Program including setting the strategic goals & vision, defining program objectives & timelines, aligning support and clarity across multiple functions and regions, providing program team (employees, consultants, vendors) daily direction for supporting program objectives. Leads the day-to-day business and operational work associated with a $500 million project, responsible for coordinating across KPIT, HPSA, Program Management, external consultants, and all internal functions. Oversees large consulting engagements with multiple vendors that support the Enterprise Membership System Program. Manages all communications across the program including both internal and external communications on program strategy, goals, timelines, objectives and benefits. Coordinates a complex portfolio of projects (both project and operational) to make sure alignment on the overall Membership System Strategy and the execution against a specific organizational timeline. Maintains relationships and formal governance structures with all the regions, to ensure support and execution at the regional level. Responsible for negotiating timelines and expectations with line of business and regional leaders, communicating status and progress and maintaining relationships with these business leaders. Accountable for overseeing the project plans and activities of multiple project managers. Manages multiple executive leadership forms to provide oversight and management the program. Through collaboration with leaders of operational and regional functions, gains an understanding of customer needs and translates these into requirements and capabilities for the program to develop and implement. Negotiates with regional peers to establish timelines and impacts on service and operational metrics reaching agreement on regional service and budget impacts. Works with MA peers and through establishing future operational objectives, leads the development of the long-range technology plan, evaluating and recommending new technologies, to improve efficiency, cost effectiveness, customer service and/or the quality of the work environment. For example: Surveying the Health Plan industry and determining service benchmarks. Acts as the day-to-day engagement liaison to the Enterprise Membership Program and Program Management Office to ensure all task level details are completed across MA workstreams in conjunction with MA leads (i.e.: many workstreams are led by operational managers & staff) Ensure resource management across all areas of MA including working across and aligned with the all VP s in MA for resource needs and readiness. Basic Qualifications:Experience Minimum seven (7) years of leadership and management experience in major organizational program management and leadership.Education Bachelor s degree required, preferably in business, health care administration, operations research, public health administration or related field.License, Certification, Registration N/A.
