Job Responsibilities and Requirements: The R&E - CM is responsible for providing construction project management on behalf of the Maryland Transit Administration PMC team focusing on track/rail systems, communications, overhead catenary system (OCS), signaling and signaling based control systems, systems integration and systems interface, traction power substations (TPSS) and maintenance yards. The R&E - CM will work concurrently with the Civil & Infrastructure - Construction Manager (C&I-CM) in the management and delivery of the Purple Line Light Rail Project. The R&E-CM will interface with the Concessionaire retained by the MTA to design and construct the Purple Line on a daily basis and will provide oversight and leadership to the Resident Engineers (RE) and Quality Assurance Oversight (QAO) personnel assigned to the track/rail & electrification and systems team. The R&E-CM is required to possess all the critical skillsets to deliver a high quality, safe, and reliable project on schedule along with liaising with client (MTA) and Concessionaire (contractors) to facilitate and complete all project milestones. Duties and Responsibilities Provide oversight of REs and QAOs on daily basis Participate in pre-construction activities, review construction activities, weekly progress meetings, schedule and cost reviews, change management (schedule and cost) sessions, track force account work, mitigate potential claims and disputes, work closely with all members of the MTA and PMC project team and attend community outreach meetings and events as may be required. Oversight of Concessionaire s Quality Control protocols for contract compliance of specified Quality Assurance in accordance with the Technical Provisions (TPs) Support Quality Assurance Program Plan and schedule contractor compliance audits. Ensure that the Concessionaire is keeping compliance review records and correcting deficiency notices in the field. Support Quality Assurance Program Plan and schedule contractor compliance audits. Support PMC s project controls team with rail electrification and systems schedule analysis to determine if all critical path elements meet project milestones and revenue service availability. Monitor all measuring and testing requirements for design compliance, including all static and dynamic testing for system integration and interface. All other assignments as may be requested by the PMC Deputy Program Director and/or the PMC Program Director. Talent is the essence of meeting our client s objectives, goals and challenges. Job Requirements Minimum Qualifications Experience - minimum of 20-years in the delivery of transit projects (metro, subway, light rail, etc.) in urban environments. Previous expertise needs to include roles on past assignments as either 1) Construction or Project Manager; 2) Resident Engineer; and/or 3) Systems Construction Manager. Education level - Bachelor of Science or Master s Degree in civil engineering, electrical engineering, systems engineering or significant experience (25 years) in light rail, transit system rail electrification (OCS), TPSS, maintenance yards, systems and facilities will be considered in lieu of a degree in electrical engineering. Certifications and/or Licenses - CCM, PMP, PE desired, but not required if replaced by specific light rail experience in rail electrification and systems. Physical abilities - ability to work in both an office environment and an active construction environment (outside) in all temperatures and weather conditions.
