Demonstrates responsibility for the factual accuracy and thoroughness of analysis, appropriateness of analytic methods/design, and the clarity and validity of interpretations and recommendations. Comfortable preparing communication briefs, progress and status reporting (e.g., in PowerPoint or interactive visualization) with minimal supervision and presenting briefs to both team/engagement and client senior leadership. Ability to multi-task and function in a fluid, fast-paced and dynamic environment. Comfortable working both in teams and independently; organized, outside the box thinker; proactive and self-motivated; a team player with an all hands on deck mentality. Must be flexible, able to multi-task and change direction on a moment s notice and accepts this as operating in a high-performing team structure. Highly proficient in the use of Microsoft Office programs (Access, Excel, Word, PowerPoint); additional proficiency in Microsoft Project and Microsoft Visio preferred. Specific Professional Experience: o Demonstrated experience providing technical assistance to government personnel in the development of general ledger accountant (GLAC) reconciliations, transactional data validation, accounting corrections and reversals, beginning balance analysis, trail balance management, monthly, quarterly and annual close activities and analysis, development of estimation methods and methodologies to support accrual adjustments and other non-routine adjustments to GLACs in support of period close activities. o Demonstrated experience supporting or as a federal accountant providing training and/or one-on-one demonstrations, technical advice and recommendations for designing processes and Standard Operating Procedures (SOPs) related to operational accounting processes that are performed daily, weekly, monthly, quarterly and annually. o Demonstrated experience as a Senior Accountant responsible for developing, performing and providing technical advice related to trial balance management activities, in compliance with the DoD FMR, US GAAP, the Treasury Financial Manual (TFM), Office of Management and Budget (OMB) Circulars. o Demonstrated understanding of the application and outcomes of accounting and audit principles and concepts for properly designing, developing and maintaining general ledger accountant related reconciliation packages, tie-point reconciliations for budgetary-to-proprietary accounts and proprietary to proprietary accounts. o Working knowledge of the United States Standard General Ledger (USSGL), the DoD Standard Chart of Accounts (SCOA) and the DoD Standard Financial Information Structure (SFIS). o Specific understanding of US GAAP and posting logic requirements for real property, inventory, contingent liabilities, accounts payable, accounts receivable, funds distribution control, civilian payroll, revolving funds, internal use software, leases and cost accounting. o Analytical and technical experience to identify and evaluate control gaps in business process based on review of PCMs and SOPs as it pertains to federal accounting standards, OMB Circulars, TFM and other applicable federal financial management laws, regulations and policies. o In addition, the incumbent may be required to perform or assist in the performance of internal assessments, continuous process improvements (Lean Six Sigma), policy review and implementation. o Bachelor s Degree in Accounting, Business Administration or other relevant business related field with a major in accounting, finance, economics or management information systems accredited by an organization approved by the U.S. Department of Education. The ideal candidate will also possess the following: o Ability to provide authoritative policy interpretations and functional recommendations on accounting issues and provide resolutions that maintain the system integrity and are consistent with generally accepted accounting standards. o Analytical ability to undertake assessments of complex issues relating to accounting theory, policy, and systems design, development, and integration. o Professional and comprehensive knowledge of financial management sufficient to conduct difficult assignments involving interfaces and inter-relationships between and among programs, systems, functions, policies. Education: Bachelor s Degree in accounting, business administration or other relevant business-related field with a major or concentration in accounting, finance, economics or management information systems accredited by an organization approved by the U.S. Department of Education. - Four-year degree from an accredited college/ university with major/concentration in a relevant field including but not limited to: - Engineering - Mathematics/ Actuarial sciences - Real Estate - Communications - Environmental Science - Government and Public Administration One or more of the following certifications are preferred: Certified Public Accountant (CPA) Certified Government Financial Manager (CGFM) Certified Defense Financial Manager (CDFM) Certified Fraud Examiner (CFE) Certified Internal Auditor (CIA) ALL resources must be able to obtain a U.S. government security clearance; a current Department of Defense Secret clearance (or higher) is preferred. Minimum of IT3 (Confidential) or equivalent with the ability to obtain an IT2 (Secret) if the government requests.
