Job Responsibilities and Requirements: Description and Job Duties: Develop and implement technical plans, control strategies, design/material standards; and support programming and commissioning activities related to the Valve and Technology Plan Elements within the Company's 10-year Pipeline Safety Enhancement Plan (PSEP). This Plan objective is to provide for the rapid isolation and depressurization of large, high-pressure gas pipelines in populated areas in the event of a rupture - via the installation/modification of over 60 control valve and related monitoring sites per-year. Planning and installation of equipment to support pipeline infrastructure condition assessment and manage around pipeline ruptures will also be supported. Major work elements conducted or coordinated by this position include: Support the development and modification of tactical plans to determine where remote and automatic control valves should be deployed on the utilities gas pipeline system. Support and conduct technical analyses and studies of the gas transmission and distribution systems, including flow modeling alternatives and physical work site surveys, to determine operational, cost and risks impacts of control system deployment. Work with businsess partners, including Gas Control, Transmission, PSEP Program Management Office, and Distribution and System Planning organizations to develop design, deployment and commissioning tactics to manage risks and provide most efficient system isolation and monitoring approach for natural gas pipelines in alignment with PSEP critera approved by the CPUC. Help develop, modify as-required, and provide guidance to PSEP project team, transmission and other business partners on the application of design standards developed to support PSEP. Equipment types and materials include control valves, actuators, meters, gas detection and fiber optic or other pipeline right-of-way intrusion monitoring and related communicaton systems. Provide technical design input, site installation surveys and reviews for fitness-for-control- service approval. Provide hands-on support to business partners in the commissioning of newly-constructed control and electrical assets. Write/modify test and implement software to support active control of large gas pipeline valves using PLC ladder logic and other similar applications. Prepare and manage detailed site technical data, including maintenance procedures, operating philosophies and checklist to support hand-off of facilities from PSEP design/construction organizations to operations. Support the development and implementation of company policies, procedures and job aids to support PSEP objectives, including control system design and implementation/acceptance testing, system quality assurance, SCADA viewing and anaytical tools and related protocols for over 1000 new control and/or monitoring sites. Collect, compile and report on the performance of installed equipment to support continuous improvement. Provide testing, evaluation and approval-for-use of new technologies to support PSEP objectives, including new systems for monitoring pipeline safety. Provide guidance to 3 rd party design firms in the application of PSEP design standards and approved materials. Help develop site-specific P&IDs for each control valve location, where required. Provide Quality Assurance and review of 3 rd party detailed designs and final documentaion packages in the area of control, electrical, monitoring and communication systems. External Qualifications: Qualifications: Must possess strong leadership skills and demonstrated sound management practices. Must be able to determine project design requirements. Requires strong planning skills and demonstrated ability to manage large numbers of requests/projects while maintaining schedule and quality controls. Must possess the ability to review complex problems and propose innovative solutions, which involve technical, operational and economic issues, and may link new concepts and technologies. Must have strong technical writing skills. Must have 5-years demonstrated experience in the design, installation and/or commissioning of control/monitoring systems used to manage natural gas flow on gas transmission pipelines. Alternate control system implemention experience will be considered. Must have understanding of technical and economic calculations and analyses to ensure a thorough and accurate assessment has been performed. Must be able to understand and perform a variety of scientific calculations. Requires knowledge of applied engineering practices and gas pipeline flow management concepts. Must possess the ability to effectively interact with various departments to maintain open lines of communication. Must have strong negotiation skills to be able to balance the needs of multiple clients with multiple projects against limited resources. Must be able to clearly and concisely communicate, both verbally and in written form, technical and non-technical information to all levels of management in both formal and informal settings. Basic computer knowledge. Extensive knowledge of spreadsheets, Computer Aided Design and database analysis tools. Strong knowledge of technical and engineering concepts that impact Company operations. Must be able to work extended hours. Must have valid California driver's license. Travel is required. Bachelor-of-Science degree in a technical discipline is highly-desired. Other educational and industry experience will be considered in lieu of Bachelor's degree. Candidate should have 5-years minimum experience in the design, planning and/or commissioning of complex control systems on natural gas or equivalent pipelines and/or comparable assets.
