Job Responsibilities and Requirements: Summary Provides project management leadership for a portfolio of complex gas projects with total annual capital costs of $10 - 40 million. Responsible for overall project scope, schedule, cost and risk management. Manages team to achieve approved project scope, develops strategic sequencing and detailed milestone schedules, project-level cost tracking and reconciliation. Coordinates development of detailed cost estimates, schedules and associated project RFP's, RFQ's, contracts, etc. Responsible for leading projects through all internal and external processes. Manages the project scope, schedule and closely plans and manages all project costs. Ensures availability or seeks out adequate resources for projects. Leads and participates significantly in all state and local regulatory and permitting issues including PUC certificates and local land use or construction permits. Occasionally prepares oral and written testimony & presentations related to these facilities. Occasionally prepares executive reports and/or presentations related to project schedule and financial health. May provide mentoring and guidance to less experienced project team members, as needed. Delegates and oversee work performed by Project Controls personnel on a daily basis. Responsibilities Planning/Initiation. Provides project management, leadership and coordination for multiple, complex transmission line and substation projects which may have distribution substation elements. As the liaison to engineering, siting and land rights, field operations and corporate accounting, gather and review estimates, using the constructability model. Facilitate the involvement of functions (both internal and external) including permitting, design, engineering, vegetation management, procurement, construction, commissioning and operations. Ensure design packages are complete and encompass the entire project scope. Ensure that one-lines and reliability requirements are agreed to by engineering, planning, construction and operations. Assure development of a comprehensive permitting plan within a jurisdiction that addresses a project's political issues. Act as a primary public spokesperson, including testimony at public meetings and in government filings as necessary. Financial Management. Responsible for the overall project budget, including project-level cost tracking and reconciliation. Responsible for development and monitoring of project-level accounting, including parent work order establishment and project closeout in compliance with corporate policies and guidelines. Responsible for development or close coordination with Construction management for the administration of construction contracts and construction inspection. Drive project financials. Provide parent funding accounts (authorization to proceed) to the design teams. Monitor for accounting and policy and procedure compliance before, during and after project completion. Manage the project's scope, schedule, cost, risk and quality. Plan, monitor and communicate cash-flow issues. Maintain capital budget forecast. Review actuals versus estimates during the project life cycle to identify deviations, research reason for deviation and recommend action plans to correct. Resource Management. Assures adequate resources are identified and assigned through internal and external sources (e.g., design, construction and commissioning). Develops schedules with Project Controls that are updated on a monthly basis. Ensure that quality control issues are addressed in design packages, construction and commissioning, including making provision for company and/or third party construction inspection when required. Recommend and administer scope changes. Ensure budget adequacy and forecast accuracy. Coordinate third party billing. Manages project construction process for contractor and/or company construction forces. Oversees the technical inspection process or coordinates closely with Construction Management so as to ensure compliance with specifications, policies and standards. Tracks contractor performance on budget, schedule and quality control compliance. Tracks and completes project performance reporting process. Integration. Facilitate outage sequencing, assuring required outages and clearance coordination restrictions have been identified and addressed. Ensure timely project closure, including reviewing and reconciling projects and work orders to ensure they have been closed out per corporate guidelines and procedures, and billing/collection of third party payment obligations, including refunds of taxes where applicable. Risk Management/Mitigation. Assure the project meets permit and contract requirements and protects the company from financial harm. Provides problem identification, resolution, and contingency planning throughout the projects lifecycles within a jurisdiction. Relationship Management. Communicates project status to all levels of Xcel Energy personnel including management, other company organizations, contractors and suppliers, and establishes effective working relationships with those internal organizations and external entities. Assists Manager(s) & Director(s) with business plan preparation and special assignments as assigned. Interacts and negotiates with foreign utilities another third parties. Required Bachelors Degree in Engineering or Construction Management or a combination of education and experience providing equivalent knowledge of utility engineering concepts and practices. Minimum of 5 years engineering work experience, or 10 years of equivalent work experience (in lieu of engineering background) related to gas distribution/transmission design, siting, operations and/or construction required. Minimum of 2 years project management work experience related to one of the following - gas distribution, gas transmission, compressor station design, and/or construction of those facilities, or 5 years successful project management or coordination of utility planning, utility siting & R-O-W, utility engineering or utility construction. Advanced degree may be equivalent to some related work experience. Ability to plan strategic sequencing of gas distribution, gas transmission, gas regulators, gas meter stations, interconnection, gas operations and gas construction required. Ability to successfully manage multiple projects and multiple priorities required. Comprehensive knowledge of contracts and agreements, manages contract negotiations and settlements required. Demonstrated knowledge of applicable policies and procedures and underlying concepts required. Ability to travel to manage responsibilities across the enterprise, as required. Preferred PMI Project Management Professional certification.
