Job Responsibilities and Requirements: Job Summary: Senior level CRA Analyst must be prepared to manage people or special projects on an ad hoc basis to support the bank's CRA / Fair Lending strategy. Produce and monitor the collection, analysis, and reporting of data required for the Community Reinvestment Act (CRA) as well as to support any commitments made by the bank to community groups. May be engaged in negotiations with community activists, UB executive management and our regulators in refining future commitments made by the bank, and then to develop the tracking and reporting tools to monitor them. Work with line management to establish products, policies, procedures and controls to support effective and efficient integration of data collection, data integrity and analysis following a merger or acquisition. Work with IT and CRA Strategy & Operations Manager to develop / implement a robust testing protocol following integration or systems upgrades that modify existing data extracts / procedures. Work with the bank's Fair & Responsible Banking Officer, legal counsel and CRA Strategy & Operations Manager in developing metrics and reporting to assess the bank's CRA and multi-cultural lending programs in order to ensure Satisfactory or better CRA and Fair Lending assessments by the Office of the Comptroller of the Currency and the Consumer Financial Protection Bureau. Major Responsibilities: 60% - Regulatory Data Management and Reporting Implement company-wide CRA data collection, analysis and management programs to include assessment of the bank's CRA and Fair Lending performance against industry recognized benchmarks. Establish and maintain databases and reports to provide data for CRA, Fair Lending or other required reporting; coordinate with all business group owners of the systems for data collection. Collaborate with the CRA team on continual process improvement of the bank's data collection and reporting procedures. Ensure accuracy of data being provided and recommend a process to maintain effective data integrity. Ensure data collection or analysis changes necessitated by revisions in CRA and/or Fair Lending regulations are implemented and monitored thereafter. 20% - Community Reporting Analyze information provided by line management to produce semi-annual reports and other analysis as required for our commitments to community groups. Contribute to the preparation of comprehensive status reports regarding the bank's CRA/CSAP Commitment for both the internal and external purposes as follows: Internal - Executive management, Board of Directors, and the bank's Community Advisory Board; External - The Greenlining Institute and the California Reinvestment Committee (Large Community Activist Groups), municipalities requesting data in accordance with a Government Services request for proposal, or with newly established Responsible Banking Ordinances under development throughout the bank's footprint. 20% - Special Assignments / Ad Hoc Reporting Support the CRA Strategy & Operations Manager in the management and coordination of CRA regulatory examinations by federal regulators or other internal/external auditors. Conduct at least annual data integrity reviews CRA data captured in the field. Ensure status of any necessary corrective actions is adequately monitored. Provide technical assistance, training, information and analysis to line personnel and business unit coordinators regarding difficult or complex CRA data issues or matters. Participate as necessary in company-wide task forces charged with addressing major issues impacting CRA and data collection or management (for example, to assist with solving the data collection challenges associated with Dodd Frank). Additional Information: This advanced level position requires a minimum of seven years experience as a technical systems analyst or coordinator, or equivalent, with related experience in regulatory compliance, community reinvestment, or related experience in mortgage banking, consumer lending, corporate banking, or other related area of banking. Advanced knowledge of computer systems networks databases and program interaction. Familiarity with the CRA and Fair Lending Wiz programs is a plus. High proficiency in Microsoft Office suite of applications or equivalent. Strong ability to analyze and communicate complex issues to line personnel.
