Job Responsibilities and Requirements: Essential Duties: Payroll Reconciler: 1) Ensure the accuracy of the payroll process ; a. Ensure timely pre-payroll entries b. Review the post payroll process c. Analyze discrepancies in the payroll process and suggest improvements d. Work with the payroll system vendor to ensure timely resolution to open items 2) Research and resolve outstanding General Ledger issues with the Payroll Processor 3) Work with Payroll Processor to periodically process/reconcile payroll from inception to completion of funding and GL files Benefits Administration: Administer benefits and have an understanding of all types of benefits programs, how they are administered, and the applicable laws that govern the plans. 4) Review and process enrollment, changes, terminations of coverage and payment concurrent with participation, claims experience, and administration charges. 5) Communicate enrollment, changes, and terminations of coverage as well as Continuation of Healthcare Coverage and Retiree Medical Plan participation to brokers including plan design issues and census information for renewal purposes. 6) Process qualifying events 7) Enter benefits into HPL 8) Run Benefit to Deductions Interface (BDI) 9) Send benefit termination forms to corresponding vendors 10) Help compile expense and census data as it pertains to the Retiree population for actuarial valuations of the Bank s FAS 106 liability. 11) Perform initial and periodic information risk assessments (integrity of the plans, inequities in the plans) and conduct related ongoing compliance monitoring activities in coordination with other compliance and operational assessment functions. 12) Perform all ongoing activities related to the development, implementation, maintenance, and adherence to organization policies and procedures covering the privacy, access, and patient health information in compliance with federal and state laws and the healthcare organizations information privacy practices. 13) Work with Legal division and the privacy team to ensure that the organization has and maintains appropriate privacy and confidentiality consent, authorization forms, and information notices and materials reflecting current organization and legal practices and requirements. 14) Adhere to corporate privacy policies and procedures for the handling and filing of protected health information. 15) Complete Short Term Disability applications. 16) Prepare paperwork and track leaves of absence for adherence to Bank and State/Federal policy. 17) Process invoices for medical, dental, vision, employee assistance plan, Flexible Spending Accounts, officer physicals, life insurance and long term disability. 18) Analyze benefits invoices for correct enrollment and make necessary updates in HRIS system and/or with vendors. 19) Monitor for high claims and ensure stop loss claim payments are recovered where applicable. 20) Create and update processes for payroll and benefits enrollment and invoicing of related plans. 21) Enroll/Change/Terminate Employees into/from Health/Thrift/Retirement Plans. 22) Advise 3rd party vendor of need to send initial notification letters and qualifying event letters; track Continuation of Coverage payments from vendor. 23) Maintain files on health and life insurance benefit billing and payment for retirees 24) Maintain Protected Health Information (PHI) files 25) Submit loan request and repayments to the Thrift Plan administrator. 26) Funding of FSA and self-insured health plan 27) Reconcile and maintain monthly roster of retiree medical payments made by Non-Qualified Benefit Equalization Plan participants. 28) Track and maintain roster of eligible participants in the Officer Physical program. 29) Track payments for Retiree medical and Retiree Life Insurance plans. 30) Help administer the Bank s qualified plans (Retirement & 401k) 31) Help administer the Bank s non-qualified plans. 32) Help administer the Employee Assistance Plan. 33) Respond to employees inquiries on various benefit plans and understand how these plans impact payroll. Responsibilities of this position that do not relate to the administration of the Plan(s) (and, therefore, Plan information cannot be used unless permitted by the HIPAA Privacy Rule) include: 34) Administer the benefits open enrollment process. 35) Investigate and resolve benefit eligibility issues. 36) Investigate and resolve claims and billing issues. 37) Update the bi-weekly Benefits Issue Log. 38) Work with Exec Comp & Ben Officer and Director, Human Resources, to provide SEC required information to Financial Accounting. 39) Respond to employee questions regarding benefit plans. 40) Review the Thrift report for all employees 41) Analyze the monthly Reconciliation Report provided by Financial Accounting in order to identify transactions initiated by HR Operations. Communicate any discrepancies to Financial Accounting. 42) Understand and administer all aspects of the Banks qualified plans (Retirement & 401k) and non-qualified plans. 43) Assist with the administration of the Employee Assistance Plan. 44) Administer the ACA reporting process. 45) Responsible for the liaising with HRIS Analyst and vendors to ensure feeds between HRIS application and benefit vendors work appropriately. 46) Monitor the self-insured funding account and reconciliation. Other Responsibilities: 1) Serve as primary backup to the payroll processing. 2) Input non-payroll/non-salary employee information into Workday system. 3) Prepare certain account invoices and general ledgers, obtain approval signatures, make photocopies, forward originals to Accounts Payable; maintain invoice files. 4) Engage in special projects as required. 5) Create spreadsheets, PowerPoint presentation and reports for various projects. 6) Prepare communications to be distributed to employees regarding open enrollment, changes/updates in plan, general benefits updates, etc. 7) Responsible for the payroll pre-transmission review and reconcilement one-half of the year. 8) Responsible for accurate accounting of Journal entries for cost allocations in relation to payroll and benefits. Education A bachelor s degree and HR /Payroll certification a plus. Skills Proficiency in computer skills. Strong understanding of inter-relationships of changes in payroll/benefits. Detail oriented, strong communication skills, organizational skills, analytical, problem solving and research skills. Ability to process accurate payrolls on a consistent basis. Ability to handle multiple assignments at the same time required. Experience At least two years experience in benefits & HRIS systems required. Workday payroll experience preferred. Five or more years of full-cycle payroll processing experience in a medium to large office. Workday system a plus. Experience with multi-state taxation a plus.
