Job Responsibilities and Requirements: As an advanced federal financial analyst supporting federal government practice you will lead and execute tasks associated with strategic planning for some of the most critical capabilities in our military today, for example: a)Translating strategic goals and initiatives into programming and budgeting requirements and tracking execution against required performance objectives,b)Preparing budget documents that reflect resource decisions and justify requirements,c)Using systems such as Program Resource Internet Database Environment (PRIDE) or other program/budget systems to support the resource decisions and reflect senior leader decisions in allocating and advocating for resource requirements, d)Tracking OSD adjustments in Resource Management Decisions, Program Decision Memorandums or Program Budget Decisions and supporting appeal actions, when required, by evaluating impacts on programs and strategic objectives, and managing and maintaining the financial position as well as maintaining both budget execution information in DAI and program/budget information in PRIDE. e)Developing briefings for 3 and 4-star level PPBE deliberations, including the Deputys Management Action Group (DMAG), the 3-star Programmers, internal organizations, such as Executive Boards, and congressional engagements,f)Preparing phasing plans, preparing and executing funding documents, and tracking progress through financial systems. Supporting headquarters Comptroller organization and program offices with resource analyses of various funding alternatives regarding the impact on cost, schedule, contracting, technical, test, and operational elements of the program, andg)Supporting audit readiness activities as well as tri-annual reviews. Supporting contract closeout activities and processing reconciliations. Assist with reprogramming actions, including below threshold and above threshold actions. The TeamTransparency, innovation, collaboration, sustainability: these are the hallmark issues shaping Federal government initiatives today. Qualifications Required: Active DOD Secret Clearance (at a minimum) is required BA/BS in Related Field and 10 years experience or MA/MS in Related Field and 7 years experience Specialized or related knowledge in DoD Programming, Planning, Budget, and Execution (PPBE) process and with senior decision maker processes Experience with Research, Development, Test and Evaluation appropriations, procurement appropriations, and Operation and Maintenance appropriations as well program element structure and Future Years Defense Program Experience in building program and budget documents and database inputs aligning strategic objectives and execution realities Experience executing funds within reprogramming threshold and appropriation guidelinesExperience with strategic programs Experience working independently and leading teams in solving complex problems Experience providing daily supervision and direction to support teams. Preferred:Federal Agency or organization experience, such as DOD, NASA, MDA, Army (or similar) Professional services or federal consulting Experience working with Defense Agencies Initiative (DAI) system, PRIDE, or equivalent Federal Government programming, budgeting, or accounting systems Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM) certification.
