Job Responsibilities and Requirements: Essential Functions: Manage programs or sub-programs that are TRL 3-6 and generally worth $10 - $25 million. Direct and execute the delivery, development, integration, and overall management of programs assigned in accordance with internal and external established processes. Coordinate all programmatic activities, to include: proposal preparation, initial kickoff meetings, proposal schedules, teaming agreements, non-disclosure agreements, financial terms/conditions of contracts, and status reporting. Act as main point of contact with the customer in support of delivery and coordination of the internal program team. Experience creating and engaging a cross functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members insuring program success. Perform product life cycle costing,cost/benefit analysis, tradeoff studies, earned value analysis and risk reduction initiatives with evidence of development and execution. Communicate program information internally and externally through formal and informal presentations and correspondence. Coordinate, prepare and support data preparation and management activities for overarching business needs and maintain program performance. Identify, qualify, and present new business initiatives for current customers to leadership, for both domestic and international pursuits. Maintain status reports of programs and customer commitments and monitor technical performance, schedule and cost. Secure internal resources, ensure program-wide focus on safety, reliability, cost, schedule and adequacy of systems, procedures and people for long term success. Manage program baseline changes and configuration control. Lead other program managers or project managers as part of a line of business or products. Minimum Education: Bachelor's degree in Engineering, Business Management or other technical field or equivalent experience. PMP or PGM certification a plus. Minimum Experience: 8 - 10 years managing programs in US DoD environment. Combination of government service and Program Management may substitute for total experience. Skills Required: Proven ability to lead and provide overall leadership to program team while driving technical excellence in support of the delivery of high profile programs. Negotiation and contracting experience including working with FAR regulated DoD prime contractors and direct commercial sale customers preferred. Experience working with intellectual property, licenses and agreements. Deep understanding of program management principles, budgeting and practices. Advanced experience in financial management, procurement, and risk management. Ability to engage and influence positive customer outcomes including mediation, conflict resolution, and communications. Highly adept in presentation skills and comfortable in presenting company/program/technical information to internal leadership and external customers. Excellent organizational skills; able to plan effectively and give direction to people. Must have technical experience in one of the following: Missile Defense, Construction, or Naval system development and deployment- with at least 8 years PM experience. Ability to understand and analyze complex problems that can be of a technical nature. Able to manage a variety of bid and proposal efforts. Expert in MS Office Suite: Excel, Word, Project, and Power Point; must be proficient with EVMS and project scheduling. Must meet eligibility requirements for access to classified information.
