Job Responsibilities and Requirements: The Lead Estimator will be responsible for developing the price and cost estimates for all strategic and/or large capture opportunities in the Information Technology Solutions Market Segment. - The ideal candidate will have a breadth of knowledge around strategic pricing of a variety of service delivery models in the IT market. - Responsibilities include supporting the development of guidelines, procedures, and tools that support the market segment pricing strategies consistent with Cost Estimating System Manual (CESM). - Time will also be spent supporting should cost and market pricing benchmarking and related initiatives around new and emerging products. The Lead Estimator will be self-motivated with the ability to influence and guide program teams through the technical and contractual requirements of a complex IT proposals while possessing the following: - Ability to function well in a fast-paced, dynamic work environment - Ability to work with individuals and teams at all levels of the organization - Ability to coach and develop team members - Strong problem-solving skills as well as business writing and communication skills - Excellent computer skills: Microsoft Office suite (Excel, PowerPoint & Word) - Collaborative, highly skilled, motivated, and results-driven individual who enjoys a challenging environment and can lead a geographically-separated workforce - Sound reasoning skills and ability to work with a broad base of technical, operations, finance, and senior leadership Primary duties and responsibilities include: - Lead Estimator for ITS Priority Bids - Apply SAIC estimating process in full compliance with SI-POL4-01. - Orchestrates the estimating process and BOE development for priority bids within ITS, coordinating inputs/outputs required to develop complete, approved, compliant BOEs supporting final pricing to the customer. - Supports product pricing and go to market initiatives - Acts as a conduit/liaison between functional areas that impact the estimating process and final cost estimate and price. - Serves as a full member of the cost volume development team (PLE, contracts, pricing, procurement). - Contributes to cost volume content, including development of estimating narratives supporting the BOEs. - Ensures appropriate estimates have been prepared and documented for all effort to be performed in response to contract requirements. - Conducts estimating kickoff with estimating team and relevant functional leads (technical leads, contracts, pricing, procurement/subcontracts, etc.). - Leads estimating daily tag ups, if appropriate for the size/complexity of the bid. - Assigns estimating tasks to appropriately qualified estimators when necessary. - Disseminates estimating instructions specific to the bid. Estimating Team Support - Assist in the development, and retention of estimators to support/create estimates for non-priority market segment proposals. - Interface with Business Development and Capture staff to understand upcoming priority proposal requirements to support resource planning. - Assist Cost Strategy Director with BOE review/approval, to support every market segment proposal; monitor progress and results throughout the estimating process Market Segment Strategy Support. - Provide input to market segment regarding areas of repeatability relative to BOEs. - Understand and support market segment capability development and future directions, including cost goals based on positioning versus the competition; support strategy development and resource planning. - Develop go-to-market pricing for new products and offerings Estimating Tool/Process Development. - Ensure accurate and auditable cost data is collected for use in future estimates, both new business proposals and contract modifications. - Develop and document IT-specific estimating system process, and assist in training market segment estimating and technical staff in its implementation. - Provide and/or develop estimating tools, which may include parametric models, cost estimating relationships (CERs) and rules of thumb. - Manage the ITS Market Segment BOE repository and ensure currency of data. - Coordinate with Pricing to ensure seamless integration of estimating and pricing artifacts; coordinate with Procurement to jointly develop supplier requirements. - Actively participate in the enterprise-wide Lead Estimator Community activities to ensure ITS proposals are compliant. - Support internal self-assessment process, and incorporate testing results into training/staff development plans. cdi QUALIFICATIONS: CLEARANCE REQUIREMENT: US Citizen Candidate needs to be eligible to obtain a TS/SCI clearance REQUIRED EDUCATION: - Bachelors' Degree in Business Administration, Accounting, Finance, Information Technology, Systems Engineering or related field. HS Diploma and/or Equivalent will be considered in lieu of degree with an additional 4+ years of experience. REQUIRED EXPERIENCE: - Minimum 9 years of progressively responsible cost estimate development and basis of estimate documentation experience in the Federal and commercial markets Experience with a variety of service delivery models including fixed price, reimbursable and aaS. - Demonstrated experience in establishing and implementing estimating guidelines, policies, procedures and tools (specifically data-driven estimating tools/techniques). - Experience working with commercially available estimating models specific to Information Technology.
