Job Responsibilities and Requirements: This position is responsible for the full technical training function, located in both the US and Mexico. Job Duties: Collaborate with lead business partners on the training agenda for the company and the development and implementation of training programs to ensure alignment with corporate safety, financial and performance goals, across multiple business lines and geographies. Includes new hire, regulatory, refresher, qualification, skills and induction training, as required, for each discipline within the Transportation, Engineering, and Mechanical Departments. Includes technical and non-technical training, as required. Lead organizational efforts for the development, implementation and delivery of training and development strategy. Apply best-in-class approaches aligned with the evolving technology to the design and development of learning programs. Oversee the project management of annual talent processes, including performance management and development planning; responsible for the development of tools and materials in support of these processes; create and execute communication plans, training and support materials. Oversee the training and development budget. Make recommendations on the most cost effective use of the training budget to improve functional performance of training initiatives. Lead a diverse team comprised of directors, managers, and trainers to deliver behavioral change throughout the organization as well as to ensure compliance with all regulated training requirements, including but not limited to PTC and 243. Provide mentoring and technical instruction to staff to enhance employee development for succession planning, 1st level management training program and achievement of corporate goals while maintaining mandatory qualifications as necessary to comply with federal, state and KCSR policy. Forecast needs for instructional standards, methods, and technical approaches and ensures the effective utilization of training resources. Evaluate the ongoing effectiveness of talent management processes and tools; monitor progress across the enterprise and recommend new ways of driving access and adoption. Oversee the selection and management of vendors and service providers. Provide oversight to ensure accurate and timely training records. Perform other related duties as assigned. Basic Qualifications: Degree in Education, Business, Organizational Development or related field, or equivalent combination of education, training and/or experience 10 years of Training Management and Organizational Development, with inclusion of strong experience in the Succession Planning process or equivalent combination of education and experience Preferred Requirements: Advanced degree in Education, Business, Organizational Development or related field Experience in the oversight of developing and teaching methods for technical instruction and the preparation of technical training materials Railroad industry experience Extensive knowledge of FRA, AAR, OSHA, CFR regulations Bilingual in English and Spanish The duties listed are representative of the job; however, it in no way states or implies that these are the only duties a person may be required to perform.
