Job Responsibilities and Requirements: Principal Duties and Responsibilities: Exercises managerial authority concerning staffing, training, performance appraisals and discipline for personnel. Provides appropriate guidance to staff and resolves complex problems concerning personnel administration. Provides development opportunities, direction, and leadership to subordinates; guides the execution of their duties, reviews and evaluates work, and provides feedback and recommendations. Coordinates the planning, analysis, program development, and implementation of new projects and support of existing systems, either mainframe or PC based, for the department and System. Plans, organizes, and coordinates complex projects or parts of large projects by establishing detailed project schedules and staff assignments for all phases of new project development and existing systems support tasks. Provides technical guidance and manages the activities of the group. Monitors and reviews the progress of application development and production enhancements and prepares progress and activity reports. Provides policy level direction regarding technical and quality assurance standards, departmental directions, procedures, planning and monitoring of budget. Performs as individual contributor on large and complex projects. Works with all levels of department management as a liaison to the functional area. Participates in System-wide related automation task forces and advisory groups. Maintains a high level of technical and professional knowledge by attending workshops, reviewing professional publications, and participating in professional societies. Demonstrates effective SRC Core Competency skills for grade and position. Fulfills job duties and responsibilities in conformance with sound safety practices. Complies with all applicable information security policies, guidelines, and practices. Actively involved in the accomplishment of departmental and Bank-wide quality initiatives. Performs other related duties as assigned. Subordinates: Analysts and Project Managers - 5 Direct Project Participants - 5 Direct, 20 Indirect Scope Measurements: None Education and Experience: Bachelor's degree (concentration in Information Technology or MIS preferred), or equivalent related work experience and education, is required. Advanced degree is preferred. Over ten years' information technology experience and five years project management experience is required. Project Management Professional certification is preferred. Experience with system development life cycle methodology for applications development is required. Experience in supervision of project managers, programmers, and analysts is required. Experience in overseeing a portfolio of projects is required. Experience with continuous improvement methods such as CMM (Capability Maturity Model), CMMI (Capability Maturity Model Integrated), or Six Sigma preferred. Knowledge and Skills: Excellent verbal and written communication and people skills required. Excellent project management skills, including estimating, scheduling, and monitoring. Proven team building and coaching skills. Proven organizational and time management skills. Knowledge in PC platforms and application development and use of standard PC productivity tools. Knowledgeable in various development techniques such as waterfall, iterative, agile, RAD, etc. Knowledge of development languages and data base systems is preferred. Other Requirements : None.
