Job Responsibilities and Requirements: Essential Duties & Responsibilities: Review moderately complex specifications, scope of work, bids and estimate worksheets as necessary to understand the impact to successful project management. Make recommendations to the Project Manager based on engineering and project management experience. Utilize SAP Project System (PS) for setup and monitoring of capital expansion projects. Working knowledge of the finance and controlling module (FI/CO) as needed for reporting and evaluation of financial metrics. Develop new processes to improve evaluation and reporting of financial and schedule metrics to upper management. Utilize advanced KPI s, metrics and dashboards to improve communication of project status. Provide technical guidance and support to the E&C Project Analysts. Develop procedures to assure compliance to new processes. Ensure that risks associated with the cost, resource, schedule and technical aspects of the project are identified, assessed, documented, tracked and mitigated. Develop solutions for moderately complex problems which call for an approach based on engineering concepts and comprehensive project management knowledge. Contribute ideas to improve statistical and modeling procedures, metrics, budgetary requirements and similar E&C project information. Define project performance metrics for measurement, comparison or evaluation. Metrics will be related to capital project cost, schedule and project estimate. Inform project managers of major cost overruns and underruns. Review cost controls and reports. Prepare monthly reports summarizing project status and emphasis on project controls engineering. Assist in recommendations to department management to enhance project efficiency, effectiveness and forecasting according to results of data analysis. Track action plan progress with project managers. Administer Project Execution Process and provide training to assure system-wide compliance. Utilize project management and construction engineering concepts to recommend improvements to the guidelines. Perform historical statistical evaluation of project estimates relative to the estimate class. Evaluation includes statistical probabilities, discretionary judgment of data based on project details and conclusions using advanced technical tools. Solid understanding of databases, reports and data analysis and system impact on communicating project information. Take action in a self-directed manner to identify issues and make recommendations to department leadership. May perform other related duties. Minimum Education & Experience: Bachelor's Degree in Engineering or Engineering Technology. Three (3) years' directly related experience supporting or leading construction-related projects. Formal training or a degree related to project management, construction management or project controls preferred. Valid state driver's license. Knowledge, Skills, Abilities: Knowledge of the construction process including cost estimating, bidding, execution steps and closeout. Ability to identify and solve problems using engineering methods and construction management experience. Basic SAP experience. Ability to work in Project System (PS), Plant Maintenance (PM) and Materials Management (MM). Knowledge of construction practices related to bidding, typical execution steps, inspection, documentation, materials and services planning and start-up activities. Basic working knowledge of various resource scheduling methods including critical path method (CPM), GANTT charts and PERT charts. Ability to develop and apply various project management metrics including risk management and Earned Value management to E&C capital projects. Intermediate knowledge and experience in using various software programs such as Excel, Word, PowerPoint, SharePoint, Access and SAP. Ability to interface with other departments on the financial impact of project cost forecasts. Understand the financial impact of capital interest and accruals to project costs. Ability to interface with diverse personalities and receive instruction, guidance and direction from others. Ability to interface and effectively communicate and present information to all levels in the organization. Intermediate knowledge of statistics for use in evaluating project execution data.
