Job Responsibilities and Requirements: Responsibility for managerial oversight of State legislative relations, high level regulatory relations, and Large State Procurements as one of two leads reporting to the Head of State Government Affairs. This position is for oversight of Southern and Northwest states. Fundamental Components: GENERAL Directs multi-segment/region monitoring of legislation and policies, and implementation of solutions, to avoid negative impacts to the company. Leads development and implementation of State Gov. Affairs/legislative strategy for assigned states (representing 50% of country) to advance legislative and regulatory interests of the Company. Leads negotiation and influence of major legislative, regulatory and public policy positions on behalf of the Company and represent the Company before specific State legislatures and high level regulators. Directs attainments and retention of large State procurements for assigned states as they pertain to Medicaid and the Public Sector. Addresses critical matters related to the legislative and regulatory environment, including rate and product issues related to commercial insurance, Medicaid, State budget and appropriations matters. Impacts segment, region, or function results, anticipating business and/or regulatory issues and influencing internal practices and business decisions. Leads highly visible/highly complex enterprise-wide projects or initiatives and provides thought leadership. Seeks government authorization to carry on new and existing business activities of the Company. Directs team of 4 other individuals in providing government/regulatory relations support to designated client areas and/or within major area(s) of expertise. Drives the establishment of strategic partnerships and/or alliances with external groups/constituencies to implement business plans. Leads partnerships with corporate affairs leadership team to develop and implement appropriate communications, community relations and corporate investment guidelines and communications. Directs internal and external resources required to carry out responsibilities. Role models compliance of applicable lobbying requirements for each state based on understanding of that states requirements. Ensures staff upholds lobbying efforts consistent with applicable laws/integrity. MANGAGEMENT / LEADERSHIP Leads functional or regional team impacting the results of the region or vertical through diverse internal and external work streams. Provides leadership on cross functional government affairs and corporate affairs issues. Manages GR staff assigned with responsibility for hiring, evaluating and developing the team. Directs critical GR issues and communications/presentations Sets priorities and executes strategy BACKGROUND/EXPERIENCE desired: Demonstrated ability to lead a highly skilled team in organized advocacy efforts. Demonstrated compliance and Federal and State laws and regulations. Strong skills in analyzing, translating complex legislative, regulatory, policy and procurement issues. EDUCATION The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
