Job Responsibilities and Requirements: Duties and Accountabilities: The CESSO is accountable for performing his/her responsibilities, modeling leadership values and behaviors, and ensuring that OPCS delivers on its commitments. Accountability means being answerable for making strategic choices, managing quality, risks, results, institutional initiatives and compliance with policies and procedures. The CESSO is responsible for: Policy and Advising Leading and representing the Bank on the environment and social framework and safeguards policy matters both internally and externally. Interpreting, and advising on the application of the ESF and existing Safeguards policies and related guidance and procedures. Overseeing the ESF implementation and development of supporting guidance, systems and tools. Together with the Bank s Regions and Global Practices, play a leading role in ensuring the Bank's work on ES is consistent with evolving corporate approaches on managing operational risk Providing technical advice to senior management and the Board on high risk ES and safeguards issues; Providing technical leadership to the Regional Safeguards Advisers promoting a solutions orientation and value-adding in supporting operational teams. Interacting with the Global Practices, Legal and other relevant Bank colleagues on complex project/program designs and implementation issues, and providing operational support on high risk operations and issues, including advice on the implementation of policies and guidelines Convening and chairing the Banks Operations Environment and Social Review Committee Advising and clearing requests for waivers of ES/Safeguards Policy and Procedures, seeking advice from the Global Practices, and Legal Advisors. Overseeing the Grievance Redress System and engagement between Bank management and the Inspection Panel ensuring that it is appropriately coordinated and implemented to a high standard of quality Chairing the ES Accreditation and Standards Panel, deciding on professional matters such as standards, accrediting of individual Bank staff and technical training. Monitoring and reporting at a corporate level on ES-related complaints; Reporting to the Banks Committee on Development Effectiveness (CODE) and the Audit Committee on the application of the new ES Framework; Contributing to corporate initiatives that involve OPCS, including the simplification, agility and risk management agendas. People Leadership: Modelling exemplary WBG leadership values and behaviors and reinforces these qualities in the staff. Leading and inspiring staff to perform and deliver for better results; Helping others achieve their fullest potential; Internal and External Relationships: Working closely with other members of the OPCS and OPSPF Leadership Teams to ensure seamless teamwork and effective delivery across the Department, and with other units of the Bank; Establishing and maintaining key relationships with members of senior management, the Executive Board and their staffs, as well as key Regional and Global Practice management and staff. Engaging with key stakeholders and borrowers on the application of the Bank s ES policies and on related issues of Bank financed operations; Promoting partnership and collaboration with external stakeholders and borrowers, and playing an active leadership role in the Heads of ES of Multilateral Development Banks Group. Knowledge Management/Intellectual Thought Leadership: Pioneering new directions and harmonization of ES policies and their application in development; Contributing leadership to ES strategy and policy formulation; Providing integrated, innovative approaches to solving unusually complex and long-term ES problems impacting major segments of the Bank's work; Providing proactive technical, professional and intellectual leadership in the design, development and dissemination of knowledge in technical ES matters; Leading development of new ES policy tools, information systems and management reporting mechanisms as part of the modernization and change management processes; and Ensuring that the Bank s ES policy is effectively communicated internally and externally. Selection Criteria: Advanced degree in a relevant field/discipline: a PHD with a minimum of 12 years or a Masters with a minimum of 15 years of substantive professional environment and social standards experience in positions of increasing complexity and responsibility. As an individual contributor, externally recognized world class authority in technical environment and social standards matters and leader in fields critical to the Bank's work. Demonstrated ability to represent the Bank externally and/or lead discussions at the highest policy levels. External perspective combined with a good understanding of Groups strategic directions and policies. Typically, the successful candidate will have exposure to the full range of country operational situations relevant to Bank ES work (gained inside or outside the Bank. Well established and recognized track record in complex ES standards assessments, particularly in infrastructure projects. Demonstrated collaborative and partnership skills, capacity to work seamlessly in diverse environments, and proven track record in influencing and resolving differences across boundaries, building consensus, resolving problems and fostering teamwork. Corporate perspective with ability to understand and balance operational issues with management priorities and risk concerns. Good judgment combined with good vision, to provide Senior Management and operational staff with reliable information and quality advice. Demonstrated abilities to facilitate and manage change and to work across boundaries to build consensus, resolve problems, and foster teamwork. Demonstrated competencies in mentoring, coaching and advising diverse staff, and capacity to develop and nurture partnerships, collaboration and teamwork. Strong written and oral communication skills, good listening skills and ability to convey complex issues in a clear manner to both internal and external audiences, including Bank staff, Senior Management, Executive Directors, and at senior levels of government, NGOs and private industry. Fluency in multiple languages is a plus.
