Job Responsibilities and Requirements: Job Scope/Duties: Oversees management of the investment portfolio, hedging program, asset/liability management, liquidity and capital planning for the Credit Union. Manages the treasury function and performs treasury related transactions. Explores ways to increase investment yields while maintaining or reducing credit and interest rate risk levels. Monitors the cash position and invests in daily and term investments based on projected cash flows and investment policy limits. Participates as a member of the Executive Management team, Investment Committee and Asset-Liability Committee. Participates in establishing and implementing best practices as the credit union prepares for Dodd-Frank Stress Testing (DFST), Capital Planning, Bureau of Consumer Financial Protection oversight and the effects of the new regulations that are placed on financial institutions when assets exceed $10B in size, and serves as a resource in all aspects of finance. Develops and recommends policy and program changes to Executive Management and the Board of Directors. Conducts financial research, monitors financial conditions, and prepares reports and investment recommendations. Ensures that sound, safe, and productive investment, derivative and debt management strategies are in place. Monitors and analyzes economic trends and forecasts and their impact on the Credit Union. Provides analysis and recommends rates, pricing and terms of products and services offered by the Credit Union. Effectively manages Treasury staff, ensuring optimal performance. Provides leadership through effective delegation and communication. Ensures staff is well trained, developed and up to date on relative regulations, policies, and compliance requirements. Other duties as assigned. Experience/Minimum Education Requirements: Requires a Bachelors degree in Business Administration, Accounting or Finance, or related field. MBA, CPA or CFA preferred. Eight to ten years of current and progressive experience in Treasury related functions such as, but not limited to, asset/liability management, derivatives, investments, financial reporting and accounting activities at a financial institution. Practical experience with fixed income securities including mortgage-backed securities, derivatives including interest rate swaps, as well as experience with managing simulation systems including investment risk analysis, capital planning and forecasting liquidity needs. Special Requirements/Expectations: Experience using asset-liability-management software, Bloomberg, Microsoft Windows, Word and Excel. Proven relationship management and negotiation skills with security and investment brokers, trade professionals, lenders and other creditors. Attendance at conferences, seminars, conventions, etc. to stay informed of trends and changes in the Finance field. Strong leadership skills. Superior analytical, reasoning and judgment abilities. Excellent written, verbal and presentation skills. MUST HAVE GOOD CREDIT.
