Job Responsibilities and Requirements: You must be a US Citizen or US National. Satisfactory background investigation and/or fingerprint check Subject to satisfactory completion of a one year probationary period. As a condition of pre-employment, the incumbent must be able to obtain, prior to appointment, certification of registration to practice before the United States Patent and Trademark Office (USPTO). Maintenance of this registration is also a condition for continued employment. Successful completion and favorable adjudication of background investigation and fingerprints are required for this position. Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level. Basic Education Requirements: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major in a scientific, technological, or engineering field pertinent to the position to be filled, as shown in paragraph A of the individual occupational requirements for the particular series, e.g., Biology, Biotechnology, Biochemistry or Chemistry. OR Combination of education and experience--that meets the paragraph B provision of the individual occupational requirements for the particular series pertinent to the position to be filled, e.g., Biology, Biotechnology, Biochemistry or Chemistry. OR Four years of scientific, technological, or engineering experience that demonstrated knowledge of the fundamental principles of the field involved in the position to be filled equivalent to that which would have been obtained through successful completion of a full 4-year degree as shown in A above. AND Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: At the GS-13: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience evaluating the patentability of life sciences and/or biochemical research projects; monitoring the filing and prosecution of patent applications; conducting investigations on patent issues; facilitating the completion of patent-related documents; and advising officials on matters involving domestic and foreign patent rights, policies, and procedures. At the GS-14: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience evaluating the patentability of life sciences and/or biochemical research projects; writing and prosecuting domestic and foreign patent applications; conducting investigations on patent issues; facilitating the completion of patent-related documents; and promoting awareness of the importance of technology transfer and patents through presentations and workshops. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. More than one selection may be made if another vacancy occurs within 90 days of the issuance of the certification of eligibles.
