Job Responsibilities and Requirements: The estimates will be used to develop a cost library and to update the long-term sustainment plan's cost book and for submission into BUILDER (a web based tool mandated by ODNI that develops facility condition assessments). Assist with making recommendations on how to improve the current long-term sustainment plan with a focus on helping to clearly define project scopes of work so accurate cost estimates can be developed. Prepares work to be estimated by gathering and analyzing source documentation (proposals, blueprints, specifications, and related documents). Identifies labor, material, and time requirements to develop estimates. Computes costs by analyzing labor, material, and time requirements. Resolves discrepancies by collecting and analyzing information. Presents prepared estimate by assembling and displaying numerical and descriptive information. Prepares special reports by collecting, analyzing, and summarizing information and trends. Maintains cost data base (i.e. cost library) by entering and backing up data. Contributes to team effort by accomplishing related results as needed. Individual must be TS/SCI cleared, have a current SSBI and be willing to undergo a polygraph. Qualifications: Education: Bachelor's Degree with 11 years of relevant experience. Additional experience in lieu of degree will be considered. Required Skills: Possess a strong understanding of the federal acquisition process especially related to O&M and MILCON funding. Demonstrated experience developing cost estimates for modestly complex programs and projects and leading small to mid-size teams in executing plans. Also: strong analytical skills; estimating experience; reporting research results; strategic planning experience; attention to detail; requirements analysis experience; must be able to brief and explain recommendations to senior management. Understanding of DoD and Intelligence Community (IC) security regulations, directives and policies required. Strong organizational skills, to include timely delivery of finished products. Effective oral and written communication skills. Advanced proficiency in writing and grammar including the ability to edit and proofread. Proficiency with MS Office Suite (MS Word, Excel, PowerPoint, Access, and Outlook). Working knowledge and familiarity with Microsoft Project, AutoCAD and Primavera applications. Additional desired qualifications/skills: Experience using BUILDER software program. Customer's Security and Installations Operations experience strongly desired. Licensed architect or professional engineer (civil, mechanical, structural or electrical fields); however, engineering, science or business education and/or project management experience will be considered as possible substitutes for licensure.
