Job Responsibilities and Requirements: The Chief Operating Officer (COO) partners with the RCFI senior leadership team to assist with various cross-function initiatives and works to ensure the Function is operating in the most efficient and effective manner possible. Candidates should have broad knowledge of supervisory processes, strong analytical and problem-solving skills, strong ability to manage multiple projects and excellent written and verbal communication skills. JOB RESPONSIBILITIES:As COO, the candidate will provide leadership through the implementation of process improvements to enable RCFI to operate more effectively and efficiently which includes ensuring our internal policies and procedures comply with expectations. These include: Serving as the RCFI liaison to the COO Committee and any other Supervision-wide and RCFI central effort that the RCFI function head would like the COO to be involved with. Assisting in the upgrade, development and implementation of an appropriate system of policies, internal controls and procedures within RCFI to ensure we are consistent with Supervision and Board policies and procedures. Coordinating and as applicable, performing quality control reviews on key processes within the Function. Managing and monitoring the Function s budget, including travel and other non-examination related expenses. Analyzing the Operations Dashboard and working with RCFI management to ensure the Function is meeting its mandates in a timely and complete manner. Identifying thematic and/or systemic operations issues across the portfolios and, working with RCFI management to identify solutions. This may include leading the design and ensuring the continued development of analytical tools to aid in the successful execution of ongoing monitoring of operations issues and related metrics Coordinating the development of Function specific updates, emerging risk trends, etc. for inclusion key Supervision Reports (e.g., Supervision Report, Around the Group) Maintaining strong lines of communication with function head, RCFI management team and peers. Assisting with the examination scheduling process across all portfolios. JOB REQUIREMENTS: Excellent judgment and creative problem solving skills including negotiation and conflict resolution with a proven ability to influence outcomes Strong attention to detail and strong planning and organizational skills. Excellent written and verbal communication skills, with the ability to synthesize information effectively and the ability to lead discussions on complex issues. Strong analytical, problem solving, critical thinking, and decision-making skills, with an ability to remain poised and make difficult decisions in a timely and pragmatic manner. Self-management, as evidenced by the ability to take initiative and ownership of multiple initiatives simultaneously, produce results under tight time constraints, and operate effectively given rapidly evolving priorities. A strategic thinker, who takes a broad view of the Bank, System and external environment; makes connections and devises forward-looking strategies. Strong collaboration skills and ability to build effective working relationships within Supervision and with stakeholders external to Supervision (e.g., other Groups, Board staff, etc.). Ability to promote inclusiveness and diversity in the work environment. Strong knowledge of supervisory processes and supervision is required. Examiner commissioning preferred but not required. Minimum of ten years of experience in the banking and/or regulatory industry. Bachelor s degree in Banking, Finance, Accounting or other related field.
