Job Responsibilities and Requirements: The Chief Engineer will oversee Plant operational responsibilities and requirements, at this Energy from Waste mass burn power plant that include but are not limited to the following activities and mass burn technology, Additionally responsibilities include but are not limited to: Effectively organize daily activities and oversee proper and efficient daily work of all operations personnel. Effectively prioritize and organize work and projects with other departments, and oversees and ensures the proper and efficient daily work of all operations personnel. Responsible for supervising the operations departments. Provide guidance and over-site to keep boiler and turbine performance at maximum levels. Assist in the planning process and scheduling of outage work, provide technical guidance or if required direction during unusual operations, repair problems or system upsets. Manage and implement established operator and technical training programs. Manage, track, and implement the established technical training programs, as required. Develop new training as needed. Administer and supervise studies to improve plant operations, maintenance, or equipment and monitor the effectiveness of plant manuals and procedures, instituting changes or additions, as required. Ensure the plant s readiness to meet unusual situations and safe/efficient day-to-day operations. Manage and implement established operator and technical training programs. Proficiently inspect boilers and machinery and meet plant performance targets. Oversee or compile various reports at plant and corporate levels. Adhere to environmental, health, and safety procedures and permit requirements. Work with the Maintenance Manager to address plant operational deficiencies. Maintain compliance, along with facility management with Technical Standards as they relate to facility operations. The Chief Engineer will conduct or participate in studies to improve the plant operations, maintenance, or equipment and monitor the effectiveness of plant manuals and procedures, instituting changes or additions, as required. The Chief Engineer will perform these duties, as well as other duties, as directed by supervisory personnel. The Chief Engineer, having responsibility for the technical aspects of the plant operation, will recruit, interview, and select operations personnel and direct their initial training. The Chief Engineer oversees the training of operators for upgrading and general proficiency to ensure the availability of promotable people, the plant's readiness to meet emergency or unusual and safe efficient day-to-day operations. An engineering degree is desirable; however, a general supervisory background in an electrical or mechanical generating facility may be substituted for power plant experience. General knowledge and/or experience in industrial safety is required, or equivalent combination of education and experience. Additional essential requirements of the position include: Maintenance experience with rotating and electrical generation (turbine generator) equipment. Knowledge of electrical and controls systems is desired. Knowledge of municipal solid waste (MSW) combustion practices. Excellent interpersonal, verbal and written communications, and organizational skills. Off-hours work may be required. Knowledge of boiler water and cooling tower treatment programs. Maintenance experience with rotating and electrical generation (turbine generator) equipment Provisional and Site Specific Operator/CFO certification as issued by the ASME, the state of jurisdiction or the ability to obtain such certification within six months of employment is a requirement for the position. Position Requirements The position of Chief Engineer requires at least five (5) years experience in the operations/supervision of the day-to-day operation of mass-burn, resource recovery equipment or fossil-fuel electric generating units. While an engineering degree is desirable, hands-on operating experience and utility training are acceptable. A high school diploma, or equivalent, and the ability to read and understand instructions, operational, training, safety and health related materials and work rules are required. Good oral and written communication skills are required. To perform in this position the Chief Engineer must be able to react to and manage unusual or emergency conditions and be in good physical condition in terms of mobility, hearing and vision is required.
