Job Responsibilities and Requirements: Responsibilities Oversee the design, development, production, and on-time delivery of competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), Sources Sought Notices, Task Order RFPs, etc. Analyze RFPs and other requirements documents to develop kickoff materials, proposal schedule, outline, compliance matrix, and templates; Define proposal resource requirements, Lead kick-off and review meetings; Collaboratively develop win themes and proposal approach strategy with sales and other relevant stakeholders; Conduct story board sessions Lead Proposal Kick-off, Stand-up, and Color Team Review Meetings; Write proposal content (Executive Summary, Technical and Management Approach, Past Performance Descriptions, Resumes, etc.) ensuring that differentiation and key win themes are effectively utilized; Interview subject matter experts and revising/rewriting draft material provided by technical and other sources; Monitor solicitation developments (amendments, answers to questions, etc.), keeping proposal writers/teammates updated, revising proposal outline, schedule, etc. as appropriate; Copyediting proposal content-including reviewing for compliance, completeness, and credibility; Develop and maintain proposal boilerplate inventory; Contribute to pre-proposal activity; co-create sessions, boot camps, etc. Maintain broad knowledge of Philips offerings, internal operations, customer imperatives, and competitor profiles; Your Profile Proven track record of executing Proposal Management best practices including win theme and value proposition development, project management, writing, editing, storyboarding, content analysis, compliance matrix development; Minimum Three (3) years successful track record managing Federal and State RFI, RFP,s with working knowledge of contracting practices, including FAR, task orders, developing past performance, resumes, and compliance matrix required; Demonstrates exceptional written and verbal communication skills; articulates clear, strong ideas and has established methods for organizing content, and crafting a message; Experience partnering with sales on new business pursuits and knowledge of the sales process; Proven track-record of developing opportunity-specific marketing documents of high complexity; Demonstrates the ability to participate in, and organize and lead cross-functional teams; Broad knowledge of healthcare industry helpful; Possesses strong skills in Microsoft Office Suite. Experience working with graphics, and with content databases such as Qvidian, or equivalent helpful; Experience developing slide presentations and coaching presenters for orals is highly desirable; Education/Knowledge: -BA or BS required with preferred focus in Marketing, Business, Journalism, English. MBA, M.S. or M.A. in Marketing, Healthcare Management, Strategic Communications or other relevant field helpful. Minimum 3 years direct experience writing and managing the development of Federal Proposals, specifically DoD, and VA. -APMP Accreditation or PMP certification a plus. Successful candidate will be required to obtain the foundation level APMP accreditation within 12 months. In this role, you have the opportunity to The Proposal Management team works collaboratively with Account Management, Capture Managers, Solution Architects, Field Marketing Managers, Sales Support, and external partners to strategize and develop winning proposals to meet our customer s most complex challenges. The Senior Proposal Manager, Government Focus, works across all U.S. businesses, inclusive of our imaging and monitoring solutions, professional services, and healthcare information technology solutions to develop compelling, differentiated proposals that position Philips value with our Federal Government customers, with emphasis on the DoD, and VA. You are responsible for The Sr. Proposal Manager - Government leads cross-functional teams consisting of Sales Leaders, functional experts (technical, financial, contracts, etc), Marketing and Business Development Managers, and often external partners, in developing winning proposals for complex solutions. These solutions are customized to the customer s needs and are frequently products, services, or combinations of both that are not currently marketed by Philips. LSP solutions are often first-of-their kind offerings. To succeed in this role, you should have the following skills and experience Crucial to your success in this position will be your ability to develop and maintain relationships with Account Management and internal subject-matter experts and to compel them to do their best work on these complex, deadline-driven projects. In addition, you must demonstrate a functional understanding of the market conditions that influence the buying process, along with the value propositions and technical profiles of the solutions you are proposing. 3 years of experience in Proposal Management best practices including project management, writing, editing, storyboarding, content analysis, compliance matrix development, win theme and value proposition development, graphic design and production. 3 years of experience managing Federal and State RFI, RFPs with working knowledge of contracting practices, including FAR, task orders, developing past performance, resume, and compliance matrix required Experience partnering with sales on new business pursuits and knowledge of the sales process Proven track-record of developing opportunity-specific marketing documents of high complexity BA or BS in Marketing, or related required. Relevant Masters preferred. Knowledge of downstream product or service marketing functions. Knowledge of sales cycles and process. Previous Sales experience is very helpful. Knowledge of proposal development and RFP/RFI best practices Broad knowledge of healthcare industry APMP Accreditation or PMP certification a plus. Successful candidate will be required to obtain the foundation level APMP accreditation within 12 months. Demonstrates exceptional written and verbal communication skills; articulates clear, strong ideas and has established methods for organizing content, and crafting a message Demonstrates the ability to organize and lead cross-functional teams Ability to motivate and negotiate Must thrive in a deadline-driven environment, while managing multiple projects simultaneously Proficient in Microsoft Office Suite, Adobe, and experience working with content databases such as Qvidian or equivalent helpful.
