Job Responsibilities and Requirements: Position Functions / Responsibilities: Perform in a strategic manner influencing and supporting overall project management vision with an in-depth understanding of required project interaction while providing support to the Project Executive, Engineering Manager, Procurement Manager, Construction Manager, Project Engineer, and Startup Manager. Provide managerial leadership for all aspects of the following site based positions: Project Control Manager, Planning Manager, Subcontract Administrative Manager, Document Control Supervisor. In addition provide managerial support for onsite procurement, material receiving and warehousing and site based Engineering Representatives. Ensure transparency on behalf of the project team and the enterprise related to project issues or any known items that may impact the accurate and timely projection of the project cost to complete through timely and purposeful communication. Interface with project team and designated support departments to help influence optimal decisions for onsite construction methods. Maintain functional knowledge of contractual requirements and ensures project team understands and adheres to necessary obligations. Identify and manage any contractual changes taking initiative to initiate project correspondence and proper documentation. Manage all aspects of jobsite document control including the project filing system, distribution processes, and auditing to ensure the project team is operating from the most recent documents. Manage expectations and flow of project engineering design information to support planned construction sequence. I nterface with the Project Engineer, Project Executive, field supervision, design engineers, and client/owner to isolate issues and develop solutions. Insure RFI Processes are followed and any issues addressed and resolved Manage cost, earned value, schedule, and detail planning processes for the project and report on a regular basis as required and in accordance with corporate practices to ensure site team and craft supervision are informed of project status. Manage project progress and cost projection reporting in accordance with corporate accounting processes. Key Functions include: Proper material take-offs are being done and electronic download of material takeoffs are being confirmed, Insuring proper progress is verified and recorded, Insuring proper time is charged to cost codes. Establish quantity tracking system for installed quantities and provide detailed tracking and reporting of engineering designed quantities in comparison to estimated quantities Manage all aspects of the jobsite change management processes including engineering rework, vendor related charges, and subcontractor support. Be responsible for Project Planning and Scheduling functions by insuring Corporate Project Controls Policies and Procedures are properly implemented and followed by the Project Planning Manager Key Planning and Scheduling Functions include: Project Execution plans created, reviewed, and implemented, Project Execution workshops held per Project Execution guidelines, Work packages created to support project schedule, Insure the Project Schedule follows and supports the execution plan, is properly resource loaded, progressed accurately and utilizes quality CPM scheduling techniques. Manage subcontract administration in accordance with corporate and governmental regulatory requirements. Key subcontract management functions include: Ensuring Corporate Subcontract Policies and Procedures are properly implemented and followed by the Subcontract Manager including but not limited to: Subcontract Schedules - review for support of project needs and approve Subcontract Change Orders - review and analysis Subcontract Reporting - review and approval Monitor jobsite procured material and receiving and warehousing functions ensuring materials are purchased in accordance with project technical specifications and corporate processes are followed. Key warehousing monitoring functions include: Ensure warehouse and material control Corporate Policies and Procedures are properly implemented and followed by the Material Manager including, but not limited to: Approve purchase requisitions (if assigned by Project Manager) Ensure preventative maintenance processes are being practiced. Ensure corporate Shipping and Receiving processes are being adhered to. Participate in risk and opportunity analysis for the project. Contribute to the project risk and opportunity identification and measurement process. Manage development of special risk analysis studies for the project. Take action as the primary advocate of the benefits of formal project control processes. Manage implementation of corporate Responsible Business Practices and relevant Standard Operating Procedures at the jobsite. Ensure Corporate Project Controls Policies and Procedures are properly implemented and followed by the Project Controls Manager. Manage jobsite project control staffing functions consisting of but not limited to: Ensure Staffing Guidelines are properly implemented and followed to ensure the success of Project Controls Processes and support of field operations. Provide leadership to direct reports in training and development of the required work flow on the project to ensure responsibilities are integrated in project execution. Overseeing staffing issues of site project controls team. Manages mobilization and Demobilization of project controls staff Supervising, Coaching, Training, Performance Evaluations and Personnel Development of Project Controls project based staff Participate in all meetings necessary to insure the communication and execution of the above project functions with Joint Venture and jobsite Project Supervision to ensure that Operational and Engineering processes, deliverables, and systems accurately represent and support operational plans and productivity. Others duties as assigned in support of the project or corporate initiatives. Job Requirements Essential Skills, Knowledge, and Abilities (Include any training, licenses and certifications): Bachelor's degree (B.S.) in Engineering or related Technical Program from four-year College or University 5-8 years of relevant construction experience. Required:Microsoft Office Products including Excel, Word, and PowerPoint Demonstrated understanding of project cost, earned value, CPM scheduling and detail planning, contract management concepts Valued but not required skills, knowledge and abilities: License Requirements: Professional Engineer Preferred Primavera P6, Risk, CMIS, Earned Value Systems, Oracle Contract Manager, CAD/ConstructSim, Oracle Procurement, Hard Dollar PMI Certification Supervisor: The Construction Coordinator reports to the Project Engineer or Project Manager when assigned to a project with matrixed reporting to a Project Controls Operations Support Manager.
