Job Responsibilities and Requirements: ESSENTIAL FUNCTIONS: Directs, manages, and coordinates construction of projects and programs to ensure that critical issues are addressed. Ensures contractors follow the agreed upon scope, costs and schedule to ensure the goals are achieved. Oversees the work of construction management consultants and/or acts as resident engineer supervising construction inspectors, construction engineer and administrative support Monitors work for compliance with schedule, budget, technical, safety, and legal requirements Provides weekly and monthly project status reports addressing actual and forecast cost and schedules, change of status, etc. Reviews contract documents and assists with bid forms, pre-bid conferences, and proposal evaluations and recommendations, and negotiations with consultants and contractors Resolves design and field construction problems Attends progress meetings and reports on contract status Reviews contractors' requests for change and, if appropriate, prepares contract change notices with appropriate justification Negotiates change orders Coordinates capital, reimbursable and agency projects and programs with other departments to ensure adequate resources are available, as well as obtaining track outages, labor clearances, and that labor forces are available as planned and scheduled. Assists design projects with site walk downs and track outages planning and guidance. Prepares construction estimates and schedules. Prepares, develops, and implements the construction and maintenance, testing, startup, and operation procedures for projects and programs. Recommends policy/procedure improvements Monitors claims and suggests ways to minimize Coordinates work schedules around special events Communicates and implements safety rules, policies, and procedures in support of the corporation's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees Maintains, supports, and promotes a safe work environment while complying with all of 's safety rules, policies, and procedures Prepares force account estimates and tracks force account labor, material, and other resources. Ensures force account labor and related charges and properly documented and provides to the finance department for billing and project cost purposes. WORK EXPERIENCE: Prior satisfactory job performance required Some of supervisory experience in management of major construction contracts Extensive of practitioner experience with construction and construction management Demonstrated ability to work under tight time constrains, pressure, and multiple priorities Demonstrated skill using PC based software programs, sufficient to prepare effective presentations and business analyses, including spreadsheets, word processing, and project management software Demonstrated ability in conducting effective meetings Demonstrated experience communicating orally and in writing within and outside the company Ability to work effectively with multiple team members Construction Management Certification (CCM) (able to obtain within 12 months of hire) Experience in railroad maintenance facilities, trackwork, electric traction systems, C&S is desired Demonstrated experience in managing complex programs in an operating environment Valid driver's license PREFERRED WORK EXPERIENCE: Licensed as professional engineer or architect PREFERRED EDUCATION: Graduate degree COMMUNICATION AND INTERPERSONAL SKILLS: Must have excellent oral and written communication skills Requirements:Bachelors Degree Travel Requirements:Up to 25% Employment Experience Requirements:3 - 5 years of experience employees power our progress through their performance.
