Job Responsibilities and Requirements: SUMMARY OF DUTIES: The Director, Portfolio Management is a member of the Major Capital Projects (MCP) leadership team, responsible for managing and leading the project delivery of a moderate-size portfolio of capital improvement and maintenance projects within the Engineering Department. This position has project delivery cradle-to-grave responsibilities, and requires interface with senior management as well as collaboration with both internal and external stakeholders, including Engineering, Planning, Procurement, Transportation, Finance, Law, Government Affairs, Host Railroads, Real Estate departments, local/state agencies, FRA and freight/commuter railroads. Individuals in this position have direct reports and significant decision-making authority within prescribed parameters of the portfolios they manage. Specific responsibilities include: Act as MCP primary contact internally and externally for major capital projects, overseeing the execution of projects, identifying required resources, assigning duties and tasks to team members, reviewing and monitoring the project progress on a regular basis, and leading regular status meetings with customers and teams Oversees development and implementation of project plans, schedules and budgets consistent with operational needs and budget allowances, and oversee bid negotiations and consultant relationships Manage and monitor project schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders Collaborates with internal stakeholders, regulators and vendors to facilitate appropriate reporting and consolidation of relevant data sources to enable executive decisions Partners closely with business partners to analyze new projects and readiness and provides transparency of capital investments Hires, coaches and mentors project management staff, and ensures team s adherence and input into the enterprise project management methodologies and standards Facilitates high visibility project status review meetings for executive audiences Manages portfolio management decisions, communications, metrics, and reporting Builds strong relationships within internal stakeholders to understand the business challenges and opportunities Creates a collaborative partnership among executive leaders and other capital portfolio stakeholders and enables resource demand planning, change management, and project planning decisions Supports the creation of project management best practices, tools, and ways for to drive efficiency to reduce costs and add value Adheres to Enterprise Project Management methodology and standards Required Skills & Work Experience Bachelor s degree in engineering, construction management, or a closely related field 13+ years of experience in capital exhibiting progressive growth and increased responsibility in providing major project delivery services to the public Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs Strong focus on collaboration, team building, and customer service Demonstrated skill running effective meetings and getting buy-in and participation from executive leaders Effectiveness working diplomatically across teams with varying objectives. Extensive experience in management of diverse, large, and geographically dispersed groups of individuals Strong oral and written communication skills across all levels Ability to organize and present project portfolio reports, proposals, and other related portfolio information Facilitate project reviews, steering, and other project related meetings Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint PMP certification in good standing (or ability to obtain within 1 year of date of hiring) Must have work authorization in the United States. Preferred skills & work experience Master degree in engineering, business, or project management Extensive experience working with capital projects and programs in operating railway environments Professional Engineer s (PE) license PgMP or PfMP certification.
