Job Responsibilities and Requirements: The Business Data Analyst must have demonstrated experience with business process modeling, data requirements documentation, and writing strategy white papers. Specific areas of work are: Assisting in the definition of to-be data management processes, analysis of alternatives (AOA), and preparation of recommendations to the Data Governance Council Assisting with definition and maintenance of enterprise data quality rules (business rules and validation rules) for programs and VA Lines of Business Assisting with data analysis of various source systems across VA, to include data flows and business processes Performing analyses to determine areas that need improvement (within the context of the metadata repository inventory), include documenting observations and recommendations in White Papers Assisting with defining ETL processes from the various source systems across the VA Lines of Business Assisting with the development/ modification of data migration strategies, plans, and a framework for current and future data migrations, to include application of business rules, data migration approaches, and data quality assurance guidelines Performing data quality reviews of migrated data against the identified source systems Supporting product / solution teams performing the data migration activities Qualifications: Qualifications: Required Qualifications: US Citizen Candidate must pass a National Agency Check (NAC) covering the past 5 years to obtain a VA Tier 2 / Moderate Risk background investigation-related clearance / public trust A Bachelor s degree in Operations Research, Systems Engineering, Mathematics, Computer Science, Mathematics, Cost Accounting, or Information Technology (IT) Management, and 4 to 8 years of business process analysis and/or business systems analysis experience, preferably in large system environments. Significant and demonstrated experience in a standard business process diagramming notation such as Business Process Model and Notation ( BPMN ) and analysis methods such as decision tables Experience with data migration and/or data transformation/ETL Viewed as a well-developed strategic planning resource capable of handling complex analysis and writing assignments both independently and as part of a workgroup. Proficiency in the use of Microsoft desktop software: Word, Excel, PowerPoint, and Visio. Ability to work in a fast paced environment with minimal supervision. Desired Qualifications: Experience with VA, DoD, or other Federal enterprise data management or enterprise architecture environments, processes, and personnel OR broad knowledge and experience with both commercial and governmental, enterprise-level, strategic planning approaches. Experience in organizational dynamics, change management, or business transformation efforts. Strong business and technical writing skills; specifically, experience in development and composition of client presentations, white papers, and related deliverables.
