The System Security Services Analyst is a highly motivated performer, focused on disciplined processes that support mission-critical, command and control production environments. Additionally, this role sets the direction and actions ensuring overall O&M system compliance. This is a high-profile role, working in a high-pressure environment and demands a dynamic individual with great communications skills, the ability to assimilate information quickly, with a focus on systems compliance. - System Security Services Analyst is responsible for ensuring system compliance by gathering information necessary to establish functioning external barriers such as firewalls and other security measures. - They define, create and maintain the documentation for the Assessment and Authorization (A&A) of each information system in accordance with DOS, NIST, and other government requirements. - They also assess impacts resulting from system modifications and technological advances. - Additionally, they examine systems in order to identify potential security weaknesses, recommend improvements to minimize vulnerabilities, implement changes, and document upgrades. PRIMARY DUTIES: - Advise the system owner staff regarding system compliance vulnerabilities in applications systems procurement or development, implementation, operation and maintenance, and disposal activities (i.e. life cycle management). - Assist in the determination of an appropriate compliance level commensurate with the system categorization process. - Assist in the development and maintenance of system security plans and contingency plans for all systems under their responsibility. - Conducting research and responding to inquiries from internal and external stakeholders as needed. - Participate in risk assessments to periodically re-evaluate sensitivity of the system, risks, and mitigation strategies. - Participate in self-assessment of system safeguards and program elements and in Assessment and Authorization of the system. Notify the responsible IT Security Officer (ISSM/ISSO) of any suspected incidents in a timely manner, and assist in the investigation of incidents, as necessary. - Maintain cooperative relationship with business partners or other interconnected systems. EXPERIENCE & SKILLS: - The candidate must be able to apply an understanding of established principles, concepts, practices and standards in the area of technology processes and controls. - In addition, the candidate will assist, when necessary, with research and analyses requested by management to create project work plans and revisions as appropriate to meet changing needs and requirements. - The candidate must have the ability to work collaboratively, as well as independently with minimal instruction/oversight, and demonstrate strong interpersonal skills with the ability to establish effective relationships. - Ability to employ diplomacy and strategic thought leadership to effectively resolve challenges and architect solutions. - Additionally, the candidate should have an eye for detail, ability to multi-task, organize priorities, and work in a systematic style following Standard Operating Procedures (SOPs) and guides. QUALIFICATIONS: REQUIRED SKILLS & EXPERIENCE: - Bachelor's Degree in computer science, mathematics, engineering and 9+ years applicable experience. Additional years of experience considered in lieu of degree - Strong oral and written communication skills with experience working directly with system administrators, contractors, and Government officials. - Strong organizational skills; ability to manage multiple tasks in a fast-paced environment with competing priorities and quick turnaround deliverables. - Detail oriented with an inclination for critical thinking and an analytical approach to solving problems. - Experience with Microsoft Office Products. DESIRED SKILLS & EXPERIENCE: - Two - five years of hands-on computer system administrator/operations or engineering experience including - system and application operations, monitoring, help desk activities, user access management, information regulatory compliance, and information technology controls. - Knowledge of telecommunications and telegraphic principles, methods, practices and techniques. - Six plus years of IA/Cyber Security Experience. - Experience interpreting IT vulnerability scan results (iPOST). - Experience developing A&A documentation. - Experience developing, tracking, and managing Plans of Action and Milestones (POA&Ms). - Familiarity with DOS iMATRIX. - Working knowledge of DOS FAMs/FAHs, NIST 800 series, and FISMA requirements. - Current CISSP or CISM certification. LOCATION: Principal work location will be at the Department of State (HST), and State Annex 9. Occasional travel (less than 10%) may be required within the Washington DC metro area.
