Job Responsibilities and Requirements: The Health Specialist/Economist will have the following main responsibilities: Support regional tasks teams in the preparation, design and implementation of Reimbursable Advisory Services (RAS), analytical and advisory services and lending operations; Support and ensure the technical rigor of complex sectoral (or multi-sectoral) analytical and advisory services with emphasis on financing and service delivery; Provide technical support to country teams on data management and analysis activities; Collaborate with other sectors to support multi-sectoral approaches for improving health and nutrition outcomes, and strengthen country systems; Earn credibility with clients on the basis of intellectual rigor, a capacity to apply principles to specific challenges with tact, and willingness to learn and adapt in each context; Knowledge: Initiate, join and lead high-impact publications, including just-in-time briefs and reports to meet client demand, and new ideas to stimulate new ways of meeting long-standing challenges in HNP; Contribute to analytical and operational services in other parts of the HNP Family; and Support other HNP teams in the European and Central Asia region, and elsewhere as required. Selection Criteria: Advance graduate degree in a relevant discipline but with health focus (e.g., healthcare, public health and management, health systems and policy, health economics). Masters degree or equivalent is acceptable, Ph.D preferred, with a minimum of 5 years of relevant experience. Excellent quantitative skills and demonstrated track record of working with economic and sectoral data and analytical tools and models to conduct quantitative analyses and synthesize complex results into user-friendly written outputs for team or stand-along work. Familiarity with statistical analysis and statistical analysis software, preferably STATA. Superior client orientation, interpersonal and diplomatic skills, ability to support dialogue with high level government officials. Track record of research and/or operational work on health system/public health issues. A record of peer reviewed publications is an advantage. Demonstrated ability to lead and function within and across teams in operational and analytical work. Prior experience in higher middle income countries and/or ECA Region, whether in the Bank or elsewhere, is highly advantageous but not essential. A track record of teamwork and ability to produce high-quality results and outputs under pressure with minimal supervision. Strong writing, communication and presentation skills in English. Russian language skills would be an additional advantage. Strong interpersonal and diplomatic skills. In addition to the above, the successful candidate is expected to demonstrate the following WBG competencies: Integrative Skills -- Understands core issues and knows where to get additional expertise when needed. Task team member in integrative products and provides analytical written inputs. Knowledge and Experience in Development Arena -- Understands policy making process and role of the health sector in that process. Is able to find relevant information and examine similar policy questions in multiple regions and to distill operationally relevant recommendations and lessons from this analysis for clients. Policy Dialogue Skills -- Identifies and assesses policy issues and communicates findings/points of view verbally and through economic reports and papers. Plays an active role in the dialogue with the government and/or other stakeholders as part of Bank teams. Client Orientation -- Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge. Drive for Results -- Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables. Teamwork (Collaboration) and Inclusion -- Shows leadership in ensuring the team stays organized and focused, and actively seeks and considers diverse ideas and approaches.
