Electrical Substation Construction Foreman

Job Responsibilities and Requirements: The successful candidate will be responsible for safely implementing construction plans, providing technical support, inspecting work that is in progress and completed as well as establishing and coordinating schedules and outages on a number of diverse and concurrent substation construction projects. Typical responsibilities will include: Supervising an electrical crew of craft employees under the direction of the Construction Supervisor. Ensuring that the Accident Preventive Manual (APM), substations rules, Collective Bargaining Agreement, and other applicable safety programs and initiatives are being followed. Assisting the Supervisor in preparing schedules, manpower estimates, outage requests, accident and incident investigations, inspection plans and reports, personnel evaluations, and union resolutions. Performing on site constructability reviews, conducting formal and informal job walks, and conducting and documenting safety meetings for construction personnel on assigned projects. Interfacing, negotiating, and resolving issues and disputes with construction management, project superintendents, engineering, customers, clients, substation maintenance and test personnel, operations, outside suppliers, and agencies. Gathering information, analyzing data, and providing detailed recommendations on construction methods and strategies, long range schedules, and training requirements. Performing other responsibilities and duties as assigned. Minimum qualifications: Must possess 5 or more years of combined experience in electrical substation construction or direct construction of substation facilities at the journeyman level or higher. Must possess a valid US Driver License. Desired qualifications: Associate s degree in applicable profession, business, or technical discipline or an equivalent combination of education, training, and experience. Demonstrated experience supervising or leading an electrical crew. Demonstrated experience gathering information, analyzing data, and providing detailed recommendations on construction methods and strategies, long range schedules, and training requirements. Demonstrated experience working with substation electrical construction methods and techniques. Demonstrated experience preparing schedules, manpower estimates, outage requests, and inspection plans and reports. Demonstrated experience performing on site constructability reviews, conducting formal and informal job walks. Demonstrated experience negotiating and resolving issues effectively and fairly with bargaining unit personnel, engineering, customers, and other organizations. Demonstrated experience performing inspections to specifications and drawings in alignment with policies and procedures associated with substation construction. Demonstrated knowledge of construction plan development. Demonstrated knowledge to ensure that the APM, substations rules, Collective Bargaining Agreement, and other applicable safety programs and initiatives are being followed. Demonstrated experience using Microsoft Word. Demonstrated ability to use Microsoft Excel, PowerPoint, Access, Visio, and Project. Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers. Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation. Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning Strong technical knowledge and experience in substation electrical construction and wiring. Proficiency in the use of Lotus notes, Web Mail, and CATS/SAP. Have performed the duties of an upgrade supervisor. Comments: Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship. This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation. Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
